Now that the U.S. has imposed new 25% tariffs on these metals and eliminated all exemptions, Intel and other companies must comply, which is why Intel is introducing new compliance policies for its suppliers.
In fact, Intel appears to use quite a lot of metals beyond its semiconductor production facilities.
