Dozens of depositors at Cambodia's Asia-Pacific Development Bank (APD) rushed to its head office in central Phnom Penh on March 16, after the bank announced it had suspended services and imposed limits on withdrawals, allowing customers to transfer only $300 per day from their accounts.
