RPCS3 now applies Wiki settings automatically for PS3 games

RPCS3 added a config database that pulls per-game settings from the RPCS3 Wiki and applies them automatically when a game boots. It adds a downloaded config_database.dat file, keeps it updated with the emulator, and lets RPCS3 use database settings together with the user’s global config.
This does not fix emulation bugs by itself. It fixes the setup problem. Many PS3 games need specific options to avoid freezes, missing graphics, broken effects, or other issues. Until now, users had to find those settings manually on the wiki. As an example, here’s the Batman game, which has custom settings that improve image quality, fix some errors, and improve performance. Gamers will get these configs automatically now if they opt-in to this system.

With this update, RPCS3 can apply those known fixes automatically, so more games should work correctly without manual tweaking. What’s actually included (based on Github repo):
Add config database update
- Download config database during windows deployment
- Add option to download config database to context menu
- Add download of config database and compat dabase during linux and macOs updates
- Automatically use config database + global config instead of global config
