SAO PAULO -- Canadian mining company Aclara Resources aims to establish a rare-earth supply chain independent of Chinese companies as early as 2028, looking to process output from mines in Brazil and Chile with in-house refining technology to produce enough electric vehicle battery materials to meet half the U.S. demand.
