TOKYO -- Bank of Japan Deputy Gov. Shinichi Uchida will handle a highly anticipated news conference next week, as Gov. Kazuo Ueda will miss the upcoming policy meeting where the central bank is expected to raise rates that would take borrowing costs to levels unseen in three decades.
