TOKYO -- Japanese Prime Minister Fumio Kishida's government has suffered another setback ahead of its push to advance an economic stimulus plan in the parliament, with a third cabinet member resigning under pressure in just a month.

Minoru Terada, minister for internal affairs and communications, stepped down Sunday following revelations of campaign finance irregularities.
