TOKYO -- The Japanese government announced plans on Monday that would make it easier to adapt or redistribute films and music with unclear copyright ownership, aiming to give a boost to the burgeoning digital content market.

The Agency of Cultural Affairs released a proposal to set up a new office that would allow individuals or businesses to pay a fee to license works for which the rights-holder cannot be found, streamlining a process that can often be costly and time-consuming.
