Mark Simon said the businessman was held under the controversial national security law imposed by China in June.
Mr Lai supported pro-democracy protests that erupted in Hong Kong last year.
In February, the businessman was charged with illegal assembly and intimidation. He was later granted police bail.
Protesters and riot police have clashed in Belarus' capital Minsk and other cities, after a state TV exit poll said long-time leader Alexander Lukashenko was re-elected in Sunday's election.
In Minsk, the police used stun grenades to disperse crowds in the city centre. There have been reports of injuries.

A spokeswoman for candidate Svetlana Tikhanovskaya said Maria Moroz was expected to be held until Monday.
The government has not commented on the case, and it was not immediately clear on what grounds she was being held.

Luke Denman and Airan Berry were found guilty of conspiracy, illicit trafficking of weapons and terrorism.
The pair were among 13 people arrested in May as they attempted to enter Venezuela by sea from Colombia.
Attorney General Tarek William Saab said proceedings will continue against others accused of assisting the raid.
