OTTAWA — The federal government plans to quadruple to $1 million the maximum fine for airlines that repeatedly violate passengers’ rights.

Transport Minister Steven MacKinnon says fining airlines is a last resort but the current system isn’t working.

The Canadian Transportation Agency, which handles passenger complaints, is facing a backlog of more than 97,000 cases.

The agency ordered $1.4 million in fines last year to airlines that violated the air passenger protection regulations.

MONTREAL — Quebec City mosque shooter Alexandre Bissonnette has asked to be transferred from a maximum- to a medium-security prison, citing concerns over his safety and his mental health.

Bissonnette said in a request filed by his lawyer at the Montreal courthouse in April that his detention conditions are unlawful and constitute cruel and unusual punishment.

Bissonnette is serving a life sentence after pleading guilty to six counts of first-degree murder and six counts of attempted murder for gunning down worshippers in a Quebec City mosque in January 2017


Youth charged with indignity to a dead body in student death investigation

A young person is facing serious charges in connection with an investigation in a small community outside of Kingston, Ont.

There are few details provided in the ongoing investigation where provincial police responded to a school in the town of Bath Ont., for a medical emergency on March 9. One youth was sent to hospital, where they died.

Victim stabbed inside St. James Town building, police say

A stabbing investigation in St. James Town took a fatal turn Friday after the suspect, attempting to flee the scene, fell and died, Toronto police confirm.

Officers were called just before 11 a.m. to a residential building near Sherbourne Street and St. James Avenue, close to Wellesley Street East, for reports of a stabbing inside the property.

Police located a victim suffering from stab wounds and began providing aid. The victim was transported to the hospital with serious but stable injuries.
